Born and raised in the suburbs of Paris, France, Peggy completed her JD from the University Paris X Nanterre and a Masters degree from the University Paris I Pantheon-La Sorbonne. She went on to obtain a Master of Business Administration from the University of St. Thomas, Minnesota, an L.L.M. in U.S. Legal Studies and an L.L.M. in Taxation (with honors) from Golden Gate University School of Law.

Peggy and her husband are raising their three children in the East Bay. They enjoy traveling to visit family and friends in France and the Bahamas, as well as to discover new places. Peggy and her kids like swimming, while her husband enjoys basketball.
